Lugia Plumage Cloak Wormadam

Got the idea after completing the Ho-oh Cloak from G-FauxPokemon's idea. This sprite just seemed to flow from me, made from original Wormadam her and a piecemeal splicing together of Lugia parts as the cloak. Working on details as a fake.
